Zambia Energy Demand Stimulation Incentive  

The Universal Energy Facility Launches Financing Mechanism to Expand Energy Access in Zambia. The Zambia Energy Demand Stimulation Incentive (ZEDSI) programme aims to lift 100,000 people out of energy poverty through results-based grants to promote energy access and productive use electricity connections for the Zambian mini-grid market.

Summary

The Zambia Energy Demand Stimulation Incentive (ZEDSI) willsupport mini-grid development by providing results and performance-based grants to developers. The ZEDSI incentive aims to improve electricity utilization and commercial viability for the first set of 100+ mini-grid projects through stimulation of productive uses of energy in households, businesses and public institutions to drive economic development.

The Zambia Energy Demand Stimulation Incentive (ZEDSI)

This initiative supports the Government of Republic of Zambia (GRZ)’s energy access objective and will be implemented by the UEF with the support of The Rockefeller Foundation and the Global Energy Alliance for People and Planet. In co-ordination with the Government of Republic of Zambia’s (GRZ) Presidential Initiative with the objective to power 1,000 communities across rural Zambia, SEforALL has designed an Integrated Electrification Framework  to address the unique characteristics of the decentralized renewable energy (DRE) market and rural electrification challenge overall.

The goals are to (i) improve mini-grid optimization and viability by stimulating sustained consumption of electricity (ii) catalyze a financial strategy for scaling DRE investments by 2030. 

This incentive will result in several rural development outcomes;

(1) improved productivity for rural population through the utilization of agro-processing equipment such as irrigation pumps, milling and threshing machines

(2) electrification of households, small businesses and public institutions including schools, hospitals, religious centres

(3) enhanced welfare and quality of life for an estimated 100,000 rural beneficiaries.

The UEF will provide targeted support to the Government of Zambia (GRZ) to develop investment strategies to scale-up financing inflows into the DRE sector to get from 100+ communities to 1,000 communities. Developers will be empowered to build sustainable business models that will scale DRE investment and exploit synergies between various DRE technologies to drive the renewable energy capacity of Zambia, ensuring no-one is left behind. This is a first-of-its-kind initiative in Africa as it targets productive and traditional energy access through a multi-pronged approach to drive electrification in Zambia through DRE investment.

The call for proposals to the Zambia Energy Demand Stimulation Incentive (ZEDSI) programme is now open.
